Românii sunt dezirabili pentru piaţa muncii din UE


Şi asta oficial, în urma unui raport întitulat REPORT FROM THE COMMISSION TO THE COUNCIL on the Functioning of the Transitional Arrangements on Free Movement of Workers
from Bulgaria and Romania {SEC(2011) 1343 final}


După cum probabil vă reamintiţi, după ce Spania a invocat clauza de salvgardare (Clauzele de salvgardare sunt folosite de Comisia Europeană în situaţia în care
apar probleme legate de îndeplinirea obligaţiilor de stat membru al Uniunii Europene, înainte de aderare, sau în perioada ulterioară
aderării), în data de 11 august 2011 comisia a acceptat cerea Spaniei de a reintroduce restricţiile pentru muncitorii români până la 31 decembrie 2012 Astfel că... muncitorii români au acces la doar 14 dintre cele 25 state membre.

Românii trăiesc în special Italia (41%) şi Spania (38%), dar şi în Germania (5%). Restul de 16% în celelalte ţări europene. Românii reprezintă cel mai mare grup de cetăţeni europeni apţi de muncă care trăiesc într-un alt stat european, respectiv 27%. Urmează polonezii cu 21%. Bulgarii sunt pe locul 4 cu 5%.

Nu vreau să insist pe date... vreau însă să citez concluziile.

The main destination for movers from Bulgaria and Romania has been Italy and
Spain, with very limited inflows into most other Member States. The rate of inflows
fell sharply during the recession, especially in the countries most affected (such as
Spain), and since accession have, in total, been substantially lower than the inflow of
third country nationals. There is no evidence of a direct link between the magnitude
of labour flows from EU-2 Member States and the transitional arrangements in place.
Most EU-2 nationals were already in the destination countries before accession, and
the countries that applied EU law on free movement upon accession did not attract
the largest inflows. While the future trend in EU-2 mobility will depend on a host of
factors, most of them uncertain (such as growth, job creation and wages in both
receiving and sending countries), there are indications that many of the EU-2 nationals who wanted to move have already done so, suggesting a lower potential for
migration.
The vast majority of recent movers from Bulgaria and Romania participate in the
labour market to the same extent as the average population, or even at a higher rate.
They have played overall a positive role for the economies of receiving countries,
contributing to the skill mix, and working in sectors and occupations where labour
shortages needed to be filled.
This was especially true during the growth period
2004-2007. Since the recession, the integration into the labour market of EU-2
nationals, including many young and low-skilled people, has been more difficult.
Econometric estimates show a positive impact on GDP (especially in the countries
that received significant inflows of EU-2 workers) and a neutral impact on GDP per
capita of the receiving countries. Studies have not found a significant impact on
unemployment or wages of local workers, even when disaggregating by skill level.
However, these estimates indicate a mostly negative effect on sending countries,
especially over the long term. They have seen substantial outflows since 2003,
affecting the productive capacity and contributing to an older workforce. However,
remittances can partially offset this negative impact and the brain-drain effect is
considered to be limited.
In conclusion, the effects of mobility from the EU-2 seem limited for most countries,
less so for Italy and Spain, and existing evidence shows that intra-EU mobility has
generally not led to serious labour market disturbances. The current labour market
disturbances faced by a number of Member States are due to a variety of factors,
notably the financial and economic crisis and structural labour market problems.
Nevertheless, post-enlargement mobility may have had some economic and social
costs for the receiving countries as well as for the sending countries. The
Commission believes that these costs will not be reduced by restricting labour
mobility but by addressing them through specific policies. As the experience of the
2004 enlargement has shown, restricting the free movement of workers may have
negative side effects, such as an increase in undeclared work. In essence, restricting
the free movement of workers is not the answer to high unemployment in Europe.
The freedom of movement of workers is one of the fundamental freedoms of EU law.
It makes a positive contribution to labour markets throughout Europe and therefore is
a key element of the Europe 2020 Strategy to which all Member States have
subscribed. It is a powerful and positive symbol of what Europe means for the
individual EU citizen.
The Commission trusts that this report and its supporting material will provide the
Council with the information it needs to review for a second time the functioning of
the transitional arrangements of Bulgaria and Romania.


Poate că până la urmă nu vom fi capra râioasă a Europei...

Biblio,

Exista si un revers al cuvintului,antonimul respectiv.
Antonimul in cazul de fata il da renumele nostru de semi-profesionisti, medici,profesori,sudori, mecanici, marinari........
Semi-profesionismul nu apare ca o calitate neaparat indoielnica a cunostintelor profesionale ci ca un viciu al comportamenului de la locul de munca si nu numai generalizind pina la comportamentul din perimetrul social.
In aceste momente astept un salariat care lucreaza de peste zece ani cu mine,angajat prin contract la citeva firme straine, salariul acestui a crescut constant de la 1000 de dolari prin 1994 la 2500 cu mancare si cazare azi. De citiva ani din cauza crizei nu am mai indraznit sa ridicam stacheta deoarece riscam ca respectivul sa fie inlocuit ,si totusi acesta intreaba si cere mereu desi are un contract ferm , pe angajatorul din strainatate ..mie cind imi mai mariti salariul? acum citeva zile pe acest considerent angajatorul i-a refuzat prelungirea contractului.
Avem citiva lucratori in Belgia , oficiul de acolo este condus de un turc belgian,cu recomandarile firmelor belgiene a reusit sa negocieze preluarea unui contract masiv in care urmau sa fie implicati cca 100 de romani.Cind a fost intrebat cu ce muncitori lucreaza , si s-a aflat raspunsul, olandezul a spus , fara polonezi si romani!
Deci perceptia dezirabil este next to indezirabil!

Stimate domn,
Problema este uşor diferită în cele ce le spuneţi şi constă în recrutarea acestei forţe de muncă. Una este să găseşti români care sunt profesionişti şi alta este să găseşti români profesionişti şi dispuşi să plece pentru o perioadă de minimum câteva luni în străinătate.

Să spunem că este o firmă de construcţii românească care are "intrarea", prin patronii şi directorii săi, la lucrări în Germania. Firma românească sub-contractează o lucrare şi trebuie să vină cu muncitorii români să lucreze în străinătate. Evident însă, în România muncitorii nu sunt, în cea mai mare parte a lor, angajaţi permanenţi, pentru că firma nu-i poate ţine pe termen lung fără salarii. Aşa că începe să caute, pe lângă cei puţini permanenţi pe care îi cunoaşte, necunoscuţi ce sunt pe listă "ca la supermarket"... 2 sudori, 3 fierar-betonişti şi aşa mai departe. Este normal ca echipa de strânsură să nu fie tocmai ce trebuie. Pe de altă parte, sunt firme care au echipe închegate care-şi urmăresc maistrul peste tot. Acolo nici nu mai contează individul ci toată echipa. Evident însă, pentru a putea ţine acea echipă în stadiu de performanţă, este nevoie de condiţii financiare atractive. Nimeni nu stă undeva din loialitate dacă are o ofertă mai avantajoasă undeva.

Problema, stimate domn, nu este atât al angajatului român, care poate fi găsit şi cu şcoală şi cu experienţă şi cu pricepere. Problema este cea a maximizării profiturilor dincolo de calitatea lucrării, pentru că atunci când în România un maistru este 4000-5000 de dolari şi un afacerist vrea să-l ia din România cu 2500 şi mai bun decât îl are acolo, este o problemă de bun-simţ managerial. Este însă şi o problemă a găsi ceva de calitate la bani puţini.

O problemă celebră a ultimul timp este cea a muncitorilor din Elveţia plătiţi "La Negru".

Evident, sindicatul lor a cerut tarif mai mare pentru români împotriva dumpingului salariilor mici ale românilor şi nu din iubire creştină.
